ABOUT
About David Evans
David Evans is a licensed commercial real estate broker with Investment Property Advisers, specializing in multifamily investment sales and entitled land transactions.
His valuation approach combines income-based analysis, including NOI and cap rates, with sales comparables and land-premium considerations for a defensible, market-grounded basis for pricing and disposition decisions.
David brings deep working knowledge of LA multifamily regulations, including RSO, AB 1482, Measure ULA, TCOPA, HCIDLA compliance, SB 721, and ADU/JADU requirements.
Beyond brokerage, David co-organizes We House LA, a South LA landlord and housing provider membership group, alongside Jerome McAlpin. Through We House LA, David advocates on behalf of housing providers navigating an increasingly complex regulatory landscape — from op-eds pushing back on the "housing shortage" narrative to organizing member action campaigns ahead of key County votes, such as the group's opposition to TCOPA ahead of its July 2026 passage.

Community & Advocacy
Organizing on Behalf of South LA Housing Providers
David Evans is a co-organizer of We House LA, a South LA landlord and housing provider membership group founded alongside Jerome McAlpin. The group convenes apartment owners across the neighborhoods David serves — bringing together small and mid-size operators around regulatory compliance, estate planning, tax strategy, and collective advocacy before local government.
The work goes beyond networking. David believes that informed, organized ownership is the most effective counterweight to policies that reduce housing supply and erode property rights in South Los Angeles.
Op-Ed: Challenging the Housing Shortage Narrative
David authored a public op-ed pushing back on the prevailing narrative that Los Angeles faces a straightforward housing shortage — arguing that supply-side policy prescriptions routinely ignore the regulatory and financial conditions that drive existing housing providers out of the market.
Anti-TCOPA Campaign — Board of Supervisors
Ahead of the July 7 Los Angeles County Board of Supervisors vote, David and We House LA organized opposition to TCOPA — the Tenant-Centered Ordinance for Property Accountability — mobilizing housing providers to testify and submit public comment against a measure that would have imposed sweeping new compliance burdens on small apartment owners across unincorporated LA County.
"I'm not just transacting in these submarkets — I'm organizing on behalf of the owners in them."

We Help You Run a Stronger Building
Extra support for owners who manage their own properties.
You own an apartment building with 100 units or more, and you manage it yourself — maybe with a small team. It doesn't matter if your building is market-rate or affordable housing. We work with both.
Problems You're Probably Dealing With
- Tenants who aren't paying rent, and you're not sure of the best way to handle it.
- Evictions that are taking too long or costing too much.
- Empty units that are sitting on the market too long.
- Trouble working with housing voucher programs (like HACLA, LACDA, and VASH).
- You need a repair or upgrade (like a new roof or plumbing) but don't know who to trust for a fair price.
How We Help You
- We look at your rent roll and help you understand where you're losing money to unpaid rent.
- We help you decide when it makes sense to work with a tenant vs. when to move forward with an eviction.
- We help you re-rent empty units faster by pricing them right for today's market.
- We act as your go-between with voucher programs, so you're not stuck on hold or chasing paperwork.
- We connect you with eviction attorneys who can move your case forward.
- We get you multiple competitive bids for big repair projects, so you're not overpaying.
